La propuesta pol\u00edtica de Henry Cucal\u00f3n incluye cambios en la administraci\u00f3n p\u00fablica que buscar\u00e1n la eficiencia en la gesti\u00f3n.<\/em><\/strong><\/p>\n

Henry Cucal\u00f3n, es el candidato a presidente por el movimiento Construye, Lista 25. Con 25 a\u00f1os de servicio p\u00fablico, sus coidearios afirman que su candidatura es la mejor y \u00fanica opci\u00f3n para el futuro del pa\u00eds.<\/p>\n

Es licenciado en Ciencias Sociales y Pol\u00edticas por la Universidad Santiago de Guayaquil y abogado por la Universidad SEK. Adem\u00e1s, posee maestr\u00edas en Derecho Constitucional y en Derecho Administrativo.<\/p>\n

Durante sus recorridos de campa\u00f1a electoral, ha mencionado temas clave de su plan de trabajo.<\/p>\n

Seguridad con varias aristas<\/h4>\n

En este \u00e1mbito, prometi\u00f3 reformas para fortalecer el sistema judicial y aumentar las penas para los delincuentes y jueces corruptos. Adem\u00e1s, indica que fortalecer\u00e1 la cooperaci\u00f3n internacional en lo militar y financiero ya que no se trata de delincuencia com\u00fan, sino son delitos transnacionales.<\/p>\n

En su plan, incluye elevar las penas para los reclutadores de menores a 26 a\u00f1os de prisi\u00f3n. Puntualiz\u00f3 que para prevenir el ingreso de j\u00f3venes a las redes del crimen, lo har\u00e1 con inversi\u00f3n social como en educaci\u00f3n p\u00fablica. Por otro lado, advirti\u00f3 que los adolescentes de 16 a\u00f1os que cometan delitos graves ser\u00e1n juzgados como adultos, con penas severas, y transferidos a c\u00e1rceles especializadas al cumplir la mayor\u00eda de edad.<\/p>\n

En el \u00e1mbito penitenciario, Cucal\u00f3n subray\u00f3 su propuesta de delegar la administraci\u00f3n de c\u00e1rceles al sector privado y reformar el modelo actual con la creaci\u00f3n de prisiones m\u00e1s peque\u00f1as y especializadas seg\u00fan el tipo de delito.<\/p>\n

Un Estado m\u00e1s eficiente<\/h4>\n

La visi\u00f3n del presidenciable Cucal\u00f3n es clara: un Estado fuerte pero limitado, centrado en la protecci\u00f3n social, garantizando seguridad, salud y educaci\u00f3n p\u00fablica de calidad para los m\u00e1s pobres y la clase media. En el tema de reformas pol\u00edticas, Cucal\u00f3n destac\u00f3 la necesidad de cambiar la estructura del Estado: la disminuci\u00f3n del n\u00famero de asamble\u00edstas y la eliminaci\u00f3n del CPCCS y el Consejo de la Judicatura.<\/p>\n

Oportunidades para los j\u00f3venes<\/h4>\n

Anunci\u00f3 un ambicioso plan de becas y apoyo al emprendimiento juvenil. Adem\u00e1s, el fortalecimiento de la educaci\u00f3n superior y la recuperaci\u00f3n de la educaci\u00f3n t\u00e9cnica, un sector al que, seg\u00fan \u00e9l, se le hizo da\u00f1o en el pasado. Su plan, incluye el fortalecimiento en carreras cortas profesionales en materias de tecnolog\u00eda e inteligencia artificial.<\/p>\n

Empresas p\u00fablicas<\/h4>\n

En este tema, destac\u00f3 su propuesta de eliminar Petroecuador y transferir el manejo petrolero al sector privado como parte de su plan para reactivar la econom\u00eda.<\/p>\n

Deuda externa e impuestos<\/h4>\n

Cucal\u00f3n aclar\u00f3 que honrar\u00e1 los pagos de la deuda externa y, si es necesario, buscar\u00e1 reestructurarlas, lo cual afirma es fundamental para obtener acceso a cr\u00e9dito internacional y generar confianza en el exterior.<\/p>\n

Salud p\u00fablica<\/strong><\/h4>\n

Otro cambio radical, ser\u00e1 el delegar la administraci\u00f3n del sector de la salud p\u00fablica al sector privado, aclarando que esto no implica una privatizaci\u00f3n. Indic\u00f3 que, adem\u00e1s, eliminar\u00e1 instituciones que ahora son ineficientes como el Servicio Nacional de Contrataci\u00f3n P\u00fablica (SERCOP).<\/p>\n

En cuanto a los hospitales del Instituto Ecuatoriano de Seguridad Social (IESS), Cucal\u00f3n propone un manejo privado con una derivaci\u00f3n progresiva de los servicios m\u00e9dicos a hospitales y cl\u00ednicas privadas. En su plan de trabajo, plantea que el seguro se quedar\u00e1 con su esencia: la administraci\u00f3n y las jubilaciones.<\/p>\n
